Generally, a standard filter basket of 51mm inner diameter will be slightly larger than 51mm, commonly between 51.3mm and 51.5mm. Therefore, the Tamper with 51mm outer diameter can be pressed into the filter basket with 51mm inner diameter to a proper depth, but it can NOT be pressed to the bottom of the filter basket, because the inner diameter of the bottom of the 51mm filter basket is usually smaller than 49mm.

If you want the pressure of 30 pounds, you just need to press the Tamper to a slight drop.
